The city of Dover is preparing for an extraordinary influx of visitors as country music star Zach Bryan brings his "With Heaven on Tour" to The Woodlands of Dover Motor Speedway for a two-night engagement. Local officials and transportation agencies are mobilizing extensive resources to manage the massive crowd expected to arrive in Delaware’s capital city on Sept. 18 and Sept. 19.
According to estimates shared by the Dover Police Department on Sept. 14, approximately 30,000 attendees are projected to pass through the venue gates on each day of the event. The scale of the gathering is particularly notable when compared to the municipality's permanent community, with the 2025 Census recording Dover’s population at 40,592 residents. Consequently, the daily audience size will nearly equal the total number of people living in the city.
The high-profile music event is being produced by AEG Presents, the prominent live entertainment company that also oversees the Firefly Music Festival. The concert series marks a significant return of major live entertainment to The Woodlands grounds, where Firefly has remained on hiatus since 2022.
To accommodate the sudden surge in vehicle and foot traffic, the Delaware Department of Transportation has formulated a comprehensive traffic management strategy. Charles "C.R." McLeod, the director of community relations for DelDOT, confirmed that transportation officials are collaborating closely with local law enforcement to coordinate traffic flow, detour routes, and event access throughout both concert days.
A central element of DelDOT's plan involves targeted road closures designed to maintain pedestrian safety and ease congestion around the speedway perimeter. Agency officials announced that Dover Leipsic Road will be fully shut down at the bridge starting at 1:00 p.m. and will remain closed until 2:00 a.m. on both Sept. 18 and Sept. 19.
In addition to the closure on Dover Leipsic Road, local authorities will restrict access along Persimmon Tree Lane. The roadway will be closed to all non-resident traffic in the vicinity of the concert grounds, ensuring a secure perimeter and minimizing disruptions for neighborhood residents while protecting concertgoers moving around the venue.
McLeod emphasized that state and municipal agencies are specifically bracing for heavy pedestrian movement along the surrounding corridors. This heightened foot traffic is largely driven by the event's lodging rules, as traditional on-site tent camping is not permitted, leaving overnight stays restricted exclusively to recreational vehicles.
Because on-site lodging is limited, the majority of attendees will be arriving and departing on a daily schedule, creating distinct rush windows. Venue parking areas are set to open each day at 12:00 p.m. Event organizers have stated that all incoming vehicles will undergo security inspections before entering the lots to ensure venue safety.
Parking operations will function under strict daily regulations, with organizers prohibiting in-and-out vehicular access as well as standard overnight passenger vehicle parking. Patrons utilizing general day parking can access the lots free of charge, though specialized accommodations are available for an added fee.
For concertgoers seeking upgraded parking, Preferred Day spaces are priced at $50 per vehicle. Oversized Day parking passes are listed at $150 and are required for larger transports, including limousines, commercial buses, motorcoaches, sprinter vans, and any other vehicles falling under similar classifications.
Attendees bringing recreational vehicles face a dedicated set of logistical requirements. RV camping permits are priced at $250, and ticketholders must note that these spaces do not include water or electrical utility hookups. Furthermore, all RVs must officially clear the grounds by 10:00 a.m. the morning following the performance.
Inside the venue, the schedule is set to provide several hours of entertainment each afternoon and evening. The main gates at The Woodlands will officially open to the public at 3:00 p.m. on both Sept. 18 and Sept. 19, with the concert performances scheduled to begin promptly at 5:00 p.m. each night.
Ticketing for the two-day event spans multiple pricing tiers to accommodate varying fan preferences. Standard General Admission tickets for the Dover concerts start at $79.50, while fans seeking closer access can purchase Admission Standing Pit Early Entry passes starting at $349.50 through the venue’s official ticketing portal at TheWoodlandsDover.com.
The headliner himself represents one of the most commercially successful forces in contemporary American music. Zach Bryan has achieved widespread popularity across genres, propelled by major hit singles such as "Something in the Orange" and "Oklahoma Smokeshow."
Bryan's rapid rise through the industry has also been recognized with significant critical accolades and major award milestones. In 2024, the singer-songwriter took home a Grammy Award for his hit collaboration "I Remember Everything," performed alongside Kacey Musgraves.
His critical acclaim built upon earlier breakthrough recognition in 2023, when Bryan was named New Male Artist of the Year by the Academy of Country Music. That same year, he earned Billboard's Top New Artist award, setting an industry benchmark as the first country music artist to win the category in the history of the publication's honors.
With thousands of fans preparing to travel from across the region to witness Bryan's performances, Dover officials and DelDOT continue to urge motorists to plan their travel routes in advance, obey all posted detours, and account for substantial delays surrounding the speedway complex throughout the mid-September weekend.
