Orange County Coalition Unveils Multi-Million-Dollar Plan for Latino Cultural Center and Housing

Following decades of rapid demographic change across the Hudson Valley, a regional advocacy group in Orange County, New York, is moving forward with an ambitious proposal to establish a comprehensive cultural center. The initiative aims to provide a permanent home for celebrating heritage, supporting local families, and bridging generational divides in a county where Hispanic and Latino residents now represent more than a quarter of the total population.

The vision is being championed by the American Latino Coalition, a local organization widely recognized for organizing the annual Hudson Valley Fiesta Latina. The festival, which recently returned to Middletown on August 29, showcased regional traditions with musical performances, salsa dancing, food trucks offering classic dishes like mofongo, plantains, and coquito, and family-oriented activities ranging from face painting to a petting zoo.

According to Ruben Estrada, the coalition's founder and chairman, the proposed cultural complex will encompass far more than traditional community halls. Plans for the facility include 75 dedicated residential housing units tailored specifically for senior citizens and military veterans, integrating essential social services with broader community engagement.

In addition to residential spaces, the blueprint outlines a multidisciplinary campus featuring a performing arts theater, a fully equipped commercial kitchen, a modern media center, and designated spaces for after-school tutoring, youth mentorship, and workforce development programs. Organizers intend the space to serve as a bustling educational hub for residents across the region.

Estrada, who was raised in East Harlem and is of Puerto Rican descent, emphasized that the center's programming is designed to be fully inclusive, welcoming both Latino and non-Latino neighbors. He highlighted culinary education as a powerful tool for cultural transmission, noting that the planned commercial kitchen could host instructional workshops teaching community members how to prepare traditional staples such as sofrito.

Despite the substantial size of the local Latino community, Estrada pointed out that Orange County has long lacked a central gathering place dedicated to preserving shared heritage. The proposed facility is designed to fill this void by offering structured programs in Spanish language instruction, cultural history, and intergenerational storytelling.

The initiative comes in response to dramatic demographic shifts documented across the lower Hudson Valley and New York City suburbs. According to a 2026 study published by the Center for Latin American, Caribbean, and Latino Studies at the CUNY Graduate Center, the Mid-Hudson Valley has experienced unprecedented Hispanic population expansion between 2000 and 2024.

Orange County's Latino population expanded by 157 percent during that 24-year timeframe, part of a broader regional surge that saw Putnam County increase by 344 percent, Dutchess County rise by 152 percent, and Rockland County grow by 151 percent. These significant numbers underscore the increasing demand for institutional infrastructure that reflects the changing makeup of the region.

Advocacy materials distributed by the American Latino Coalition state that the center's broader mission is to ensure the contributions and sacrifices of Hispanic Americans are honored as an indispensable component of the nation's shared past. Organizers emphasize that the center will serve as a welcoming environment where individuals of all ages can take pride in both their specific heritage and their American identity.

The American Latino Coalition operates as a conservative ad hoc advocacy organization, having originated from the Latino National Republic Coalition before restructuring under its current title in 2016. To manage the development of the physical facility, project leaders have established the American Latino Cultural Center as an independent nonprofit organization.

That nonprofit arm was created through the reorganization of Helping Hands for Puerto Rico, a charitable entity originally founded by Estrada in 2017 to coordinate disaster-relief efforts in the aftermath of hurricanes Irma and Maria. By repurposing this administrative structure, organizers are applying established community-building experience toward the long-term cultural center project.

Organizers are currently evaluating potential locations for the development, placing particular focus on a 30-acre county-owned parcel situated at the intersection of California Avenue and County Road 78 in Wallkill. While municipal leaders in Port Jervis have invited the group to consider prospective sites within their jurisdiction, Estrada noted that Wallkill remains the preferred location due to its central geographic placement and dense Latino population.

Preliminary projections place the estimated cost of constructing the facility at upwards of $20 million, with a projected building timeline spanning more than two years once ground is broken. To support early planning, the organization has initiated a $125,000 crowdfunding drive and continues to generate funds through ticketed cultural events and private charitable contributions.

Funding secured during this initial phase will be directed toward hiring licensed architects and structural engineers to draft formal architectural proposals for municipal review. The concept has already garnered encouraging feedback from municipal leaders across Wallkill and Middletown, as well as Orange County Executive Steve Neuhaus, who noted that the county-owned Wallkill parcel has remained open since a previous performing arts proposal stalled years ago.
